a. Start out with a file 6 x 1.5 inches
b. Make a gradient like this with the Gradient Tool

a. Go to Filter>Brush Strokes>Spatter...
use these settings:
Spray Radius: 22
Smoothness: 9
b. Then hit Ctrl + F to repeat the filter.

a. Go to Filter>Distort>Ocean Ripple...
and use these settings:
Ripple Size: 11
Ripple Magnitude: 5
-You can colorize it to your preference or leave it black and white. If you choose to colorize be subtle, keep the saturation low.
