a. Hold ctrl and click on the ice layer in the layers palette to load the selection.

-Next click on the Channels Tab in the Layers Palette. Find the button at the bottom that says "Save Selection as a channel" when you hold the mouse over it. Hit that button, the new channel should be called alpha 1.

a. Deselect (Select>Deselect or Ctrl + D)

b. Go to Filter>Brush Strokes>Spatter...

 

and use these settings:

Spray Radius: 16

Smoothness: 7

c. Next go to Filter>Artistic>Paint Daubs...

and use these settings:

Brush Size: 8

Sharpness: 7

Brush Type: Simple

a. Now Hold Ctrl and click on the alpha 1 channel to load its selection.

b. Contract the selection by going to Select>Modify>Contract...

-Contract 10 Pixels

c. Now Click on the "Save Selection as a channel" button at the bottom of the channels palette.

d. Go to Filter>Brush Strokes>Spatter...

 

and use these settings:

Spray Radius: 16

Smoothness: 7

e. Next go to Filter>Artistic>Paint Daubs...

 

and use these settings:

Brush Size: 8

Sharpness: 7

Brush Type: Simple

a. Hold Ctrl and click on the Alpha 2 channel to load its selection.

b. Now click on the Alpha 1 channel. Fill the selection with black.

-Your Alpha 1 layer should now look like this.

a. Now rotate the canvas 90 degrees counter-clockwise. (Image>Rotate> 90 CCW)

b. Go to Filter>Stylize Wind

 

with these settings:

Method: Wind

Direction: From the Left

c. Hit Ctrl + F to repeat the filter

-Your Alpha 1 should look like this

a. Some people said they got an error about color when they did the plaster filter, to avoid this hit D to reset your colors to black and white.

b. Go to Filter>Sketch>Plaster...

 

with these settings:

Image Balance: 20

Smoothness: 2

c. Go to Filter>Stylize Wind

 

with these settings:

Method: Wind

Direction: From the Left

d. Now rotate the image 90 degrees clockwise (Image>rotate> 90 CW)

-Your Alpha 1 channel should now look like this.

a. Hold Ctrl and click on Alpha 1 in the channels palette to load its selection.

b. Now go back to the Layers Palette by clicking on the Layers Tab in the Channels Palette.

c. Make a new layer on top of your Ice layer (Ctrl + Shift + N, or Layers>New Layer)

d. Fill the selection with white on the new layer, and you should have text just like this.
