-First thing find the Layers Palette, it should be in the same place as in photoshop, if you can't find it go to Window>Layers

-Link the Scan line layer and the Wings layer like here by making sure either the scan line layer or the wings layer is active, then on the other layer click the box next to the little eye, your Layers Paletteshould look like this if you do it right.

 
 

 

-Move the scan line layer up to the top of the image using the Move Tool (V). The scan line should be about half off the page.

 

 
 

 

-Next look for the Animation Palette. Its usually at the bottom of the screen, if you can't find it go to Window>Animation

-Hit the New Frame button I have it circled in red here.

 
 

 

-Using the Move Tool to move the Scan Line layer to the bottom of the image.

 

 
 

 

-Now hit the Tween button.

-Tween is a tool that creates a transition between two frames, in this case it will move the layer from top to bottom. The more frames you choose to insert the smoother the motion will be, but it will also increase the file size quite a bit.

-These are the settings I used.

 
 

 

-You can hit this button to preview your gif.

-If you want to speed the animation up or down you can adjust the delay on each frame, or select all the frames and adjust all the times at once.

-To save it go to File>Save Optimized As...
