For this tutorial you need to have 2 photo's at your disposal. One of a person that won't be too hard to cut out and one of a place where you will stick that person. This isn't a tutorial on extracting an image from a layer so you may want to do a tutorial on that before you try this one.

a. For my photos I chose a picture of a friend of mine getting a hawk and a picture of my desk (it's where the magic happens).
b. Start with the image of the person. Use whatever means you want to erase the background. I used Filter>Extract... on a copy of my background layer then used that as the shape for a layer mask on my original layer and cleaned it up from there. Just using the lasso tool and the eraser will work too. It doesn't have to be beautiful. As you can see I've got a lot of rough spots on mine.

c. When you hit ok a new file will open, save this somewhere. It doesn't matter where you save it, but remember where you do it, you have to navigate to it later. Then go back to your other file.
d. Now go back to the layers pallete. Make a copy of your background layer by hitting Ctrl + J and position it above your Person Layer in the layers pallete.
